In order to summarize the historical achievements and advancedexperience achieved by Nianfeng Village since the reform and openingup, study the new ideas of the development of rural democracy and therule of law in the new era and put forward corresponding solutions tothe relevant issues, and raise the awareness of democracy and thelegal system of the grassroots. The South China AgriculturalUniversity College of Humanities and Law went to Guangzhou NanshaDistrict Reform and Development Research Group on July 18, 2019 toofficially start a research trip.

On the morning of July 18th, the members of the research team gatheredearly on the campus. After briefly emphasizing the route andprecautions, the research team officially embarked on the road toNianfeng Village. After more than 3 hours of travel, the members ofthe research team finally arrived at the first stop of this researchtrip-the Wanqingsha Town Judicial Office of Nansha District.

DirectorYu of Wanqingsha Town Judicial Office and Deputy Director Wang warmlyreceived the members of the research team and answered the questionsraised by the research team one by one.

Director Yu and Deputy Director Wang first affirmed the significance of thecollege students' delegation to the countryside and popularized thelaw, and briefly introduced the current status of democratic rule oflaw in Wanqingsha Town and the form of promoting democratic rule oflaw in Wanqingsha Town. Wanqingsha Town currently offers lawpopularization education classes in 1 middle school and 6 primaryschools. These courses are presided over by a special lawpopularization education mission. The members of the mission arecomposed of judges, staff of the Judiciary and volunteers whounderstand legal knowledge. In addition, Wanqingsha Township alsoactively implements the policy of “six-entry law” and promotesgrassroots democracy and legal system by presenting distinctive legalpopularization materials to villages, schools, and units, andorganizing villagers and mediators to observe the court trialactivities of the people ’s courts. Construction.

At the same time, Director Yu and Deputy Director Wang also shared withthe research team the advanced experience that Si Nianfeng Villageachieved the title of "National Democracy and Rule of Law ModelVillage" in 2017:

First, Nianfeng Village has set up an advisory management committee tohandle village affairs according to the needs of the villagers, whichis conducive to the scientific and democratic decision-making of thevillage committee;

Second, Nianfeng Village used the village WeChat public platform to create an“Internet +” village affairs sharing model, which made it easierfor the people to understand village affairs, and also facilitatedvillagers to participate in the management of village affairs

Third,Nianfeng Village tailored its personalized legal service model to thecharacteristics of the village ’s legal disputes;

Fourth, Nianfeng Village carried out the "three-in-one integration".While the village used village legal counsel to actively carry outpublic legal services, it further built a village public legalservice room and integrated the functions of street judicial officesto provide people with mediation and rule of law Publicity and otherservices to promote the combination of autonomy, rule of law and ruleof virtue.

When asked how Fengcun will use his own advantages to further improve thelevel of democracy and the rule of law in the future, Director Yu andDeputy Director Wang said that the future will summarize thesuccessful experience of Nianfengcun, and on this basis, focus onCombining the characteristics of the village, we will continue topractice new improvement plans, focusing on creating rural publiclegal service rooms, combining online and offline legal services, andcreating a "nianfeng village democratic rule of law model"with a demonstration template effect.

Through interviews with Director Yu and Deputy Director Wang, the researchteam learned a lot of information about the development of NianfengVillage ’s democracy and the rule of law, and successfullyconcluded the first day of research.
