According to the instructions of the provincial leaders and the ProvincialPeople's Congress Agricultural Committee, the revisionand research of the <Regulations of Guangdong Province on Rural Poverty Alleviation and Development>(hereinafter referred to as the <Regulations>)organized by the Provincial Poverty Alleviation Office of the Provincial Department of Agriculture and Rural Affairs and entrustedby the South China Agricultural University research team of the Urbanization Law Society and the New Urbanization Research Center.The<Regulations>has been progressing smoothly, and now ithas entered the first round of seeking opinions for regulation srevision and pending submission for review.Accordingto the work arrangement, from October 21 to 23, 2019, Wang Jinchang, investigator of the Provincial Department Poverty Alleviation Planning Department, Xiao Jiayu, investigator of the Policies,Regulations and Reform Department, and Zhang Zhenghong, associate investigator of the Policies,Regulations and Reform Department,together with Professor Wang Quandian, Professor Ou Renshan, AssociateResearcher Sun Xiongsong and other delegates,went to Zhaoqing City to holda research forum withthe grassroots representatives of relevant parties.The forum focusedon the discussion of the revision plan and the revision opinions of the design draft.The forumparticularly invited Chen Zhanfang, deputy director of the ZhaoqingMunicipal Agriculture and Rural Bureau in charge of poverty alleviation, Huang Weiquan, chief economist and director of the Municipal Poverty Alleviation Office, and Chen Zhen, former first Secretaryof the village cadres of the Zhaoqing Municipal Party Committee, and Jiang Jinyu, the Deqing County Poverty Alleviation Office. Other experienced comrades were invited to participate in the discussion.

Revision Discussion Meeting

At the beginning of the meeting, investigator Wang Jinchang firstconveyed the relevant policy spirit of the Poverty Alleviation Officeof the State Council and the new instructions and requirements for the revision of the Regulations by the provincial department leaders;second, Professor Wang Quandian, on behalf of the research team, madea brief explanation ontherevision plan and design. Then within two days, based on the basicunderstanding formed by previous investigations,combined with the feedback or suggestions from provincial units andprefectural and municipal poverty alleviation agencies, theparticipants discussed eachprovisionsof the <Regulations>draft, carried out a comparative study with the original regulationsand relevant norms, and carefully participated in the study. Focusingon the standard expression of each provision’sdesign, combiningwith the actual work of poverty alleviation and development in our province, we discussed the legitimacy, rationality, and enforceability of the establishmentof  <Regulations>,and basically reacheda consensus on the provisionsto be revised.The results of this seminar laid a good foundation for the follow-upargumentation, evaluation and submission of the revised of<Regulations>.
